Qualifications Education:
Bachelor’s degree in Information Systems, Computer Science, or an equivalent combination of education, training or working experience.

• 4 years of experience in application development, or an equivalent combination of education, training or working experience.
• Knowledge of the SQL query language and database design principles, preferably for Oracle.
• Proficiency with PC-based development languages, such as Sybase PowerBuilder or Microsoft Visual Studio.
• Familiarity with website design using HTML and JavaScript. Experience with Apache and Tomcat is preferred.
• Familiarity using Windows and Microsoft Office (e.g. Outlook, Word, Excel, and PowerPoint).

Skills and Knowledge:
• Ability to organize, analyze and solve complex problems with attention to detail and accuracy.
• Ability to handle multiple tasks and prioritize with some distractions.
• Ability to handle information in a confidential manner and maintain compliance with HDS policies and federal/state laws.
• Ability to communicate both orally and in writing with all levels of staff, customers, and vendors on sensitive matters.
Duties • Analysis & Design
- Meets with users to identify system, interface, and reporting requirements.
- Creates and modifies database objects as appropriate to support system objectives. Maintains entity relationship diagrams reflecting updates to table structures.
• Application Coding
- Builds system prototypes early in the development life-cycle based on user specifications. Demonstrates prototypes to users to obtain feedback on the accuracy of the system requirements.
- Creates advanced multi-user systems using a multi-tier application structure. Designs user interfaces and reports, using Sybase PowerBuilder as the primary development tool. Server side code is developed and implemented using Oracle technology.
- Produces web applications using HTML, JavaScript and Perl.
- Optimizes application performance through database tuning.
- Develops and maintains data warehouses.
• Unit and System Testing
- Performs unit testing.
- Develops test plans to assist users in verifying the accuracy of system changes.
• Training and User Support
- Trains key personnel on the use of new features and system enhancements.
- Support for Outside Clients: Responds to questions and demonstrates systems for HCS clients.
• Documentation and Source Code Control
- Creates program documentation to assist with future development and system maintenance. Writes deployment scripts used to move systems to production.
- Follows departmental policies for program changes. Complies with HDS procedures to ensure that all modified source code is checked into the version control system.
- Evaluates third party technologies to be integrated with new or existing applications.
• Other Duties and Responsibilities

- Assists Network Operations in answering and troubleshooting helpdesk calls as necessary during high volume periods or during periods of low staffing.
